Project Engineer

NSB Omega is searching for a Project Engineer for our MAJOR Oil & Gas Client in St. John's, NL. 


Assignment Description

This Project Engineer role will report to the Project Engineering Manager, whose Team resides within the Facilities Engineering Department. The Project Engineer role leads various Sustaining Projects through a Gated process, from initiation through to closeout, as required by the Facilities Engineering, Maintenance and Reliability and Operations Departments. The primary focus of projects is typically related to topsides modifications or replacements that are denoted as value adders or risk mitigations as defined by the Platforms Strategic Asset Management Plan. Project scopes to be led are of varying degree of complexity and cost, typically on the Small/Medium and < $10M CAD.


Summary of Responsibilities / Accountabilities:

• Member of the Project Engineering team, who initiate, develop and manage projects on the asset, ensuring compliance with the Client's processes.

• Act as the Integrated Team Lead for assigned projects, ensuring compliance with  the Client's Develop & Manage Projects and Management of Change processes.

• Develop and issue third party scope of work documentation, as required, to support the assigned projects.

• Kick-off, manage and deliver engineering projects required to progress through a gated project delivery model

• Act as primary interface with the Platform's Engineering, Procurement, Fabrication (EPF) contractor(s) and coordinate delivery and review & approval of project documentation with  the Client's Subject Matter Experts, as required

• Manage and provide project stewardship (i.e. costs, schedules and risks) to  the Client's leadership pertaining to assigned projects against relevant KPI metrics

• Interface and coordinate with other  the Client's business unit functions as relevant to assigned projects (e.g. Maintenance & Reliability, Operations, EH&S, Quality, Document Control, Risk, Regulatory, etc.) and external third parties, including contractors, equipment suppliers, offshore regulator and certifying authority (LR) to support the planning, delivery and execution of the assigned projects.

• Coordinate the review of project documentation delivered by the EPF contractor(s) in a timely manner as part of various engineering peer reviews, risk assessments/analysis, action closures and readiness reviews from project initiation through closeout.

• Effectively coordinate with Operations & Maintenance teams to ensure efficient offshore execution of project work.

• Prepare, coordinate and present project gate packages, following  the Client's best practice templates, for assigned Project Gate Reviews and associated Gatekeeper approvals.

• Some travel to third party sites in support of project delivery, including international destinations, may be required. Examples may include project kick offs, ITP related visits, FATs, etc.


Skills/Knowledge/Attributes Required:

• Bachelor's degree in Engineering and registered with PEGNL is required

• Minimum of 7 years of related experience is required, with a preference for experience in petro-chemical/oil and gas industry

• Familiarity with project management systems and controls and/or Professional Certification (PMP, etc.) would be considered an asset.

• Relevant and progressive experience in Project Engineering and/or Project Management is required

• Ability to collaborate with and influence various internal and external stakeholders on technical & project decisions, is required

• Demonstrated experience with adhering to industry standard project delivery models and associated project management systems such as EH&S, cost control, planning, quality, document control and management of change.

• Experience and knowledge of the design, maintenance, and operating principles for offshore production facilities (topsides and/or subsea) is preferred

• Demonstrable knowledge of industry codes & standards, company standards / best practices, and safety policies is preferred

• Strong interpersonal skills with proven ability to manage and motivate external third parties, including consultants and sub-contractors, and support the interface with joint venture partners and regulatory bodies.

• Excellent communication, presentation and reporting skills.

Certification / Requirements for Ad Hoc Offshore Work:

• Periodic trips to the Platform's FPSO may be required to support project execution. Candidates with, or have the ability to obtain, valid certifications for offshore travel to the Platform (e.g. Medical, Basic Survival Training (BST) c/w Helicopter Underwater Escape Training
